2015: “The fail­ure to im­ple­ment the In­sur­ance Act costs Kenya over Sh25 bil­lion in losses an­nu­ally to for­eign in­sur­ance com­pa­nies. We in the Mar­itime Af­fairs and Ship­ping depart­ment will not sit back and watch when this colos­sal amount of for­eign ex­change, which right­fully be­longs to Kenyan in­sur­ance com­pa­nies, goes to for­eign­ers.”

2016: “There is a dire short­age of mar­itime skills in the coun­try. While the Kenya Mar­itime Au­thor­ity in­tro­duced an ag­gres­sive sur­veyor train­ing pro­grame in 2007, much more still needs to be done. There is a need for qual­i­fied tech­ni­cal per­son­nel to sup­port port op­er­a­tions that take place on a 24hour ba­sis. We need to set up a fully equipped na­tional mar­itime col­lege where qual­i­fied Kenyans can get train­ing through spon­sor­ship. There is a lot of po­ten­tial in the ship, boat-build­ing and re­pair in­dus­try, which our lo­cal busi­ness­peo­ple can ex­ploit. We shall im­ple­ment the di­rec­tive to en­sure that all im­port cargo is in­sured by lo­cal firms with a view to has­ten growth in the lo­cal in­sur­ance in­dus­try.”
