Flaws in Bun­goma pro­cure­ment process – au­dit

A re­port by the Au­di­tor Gen­eral for 2014-15 has re­vealed mas­sive flaws in the pro­cure­ment pro­ce­dures in the Bun­goma gov­ern­ment.

In the re­port, the Au­di­tor Gen­eral points out that con­tracts worth Sh493 mil­lion were not sup­ported with the orig­i­nal signed ten­der eval­u­a­tion re­ports, ten­der award min­utes and other sup­port­ing doc­u­ments. The re­port in­di­cates that a firm was awarded a ten­der for con­struc­tion of three wa­ter kiosks and an ex­ten­sion of a wa­ter pipeline in Town­ship ward for Sh3.9 mil­lion. How­ever, a field visit re­vealed that wa­ter kiosks were not fully utilised by res­i­dents, since the town­ship area was al­ready con­nected with wa­ter.

It also shows a fea­si­bil­ity study was not car­ried out be­fore ini­ti­at­ing the project. The re­port also points out that a firm was awarded a con­tract for pro­tec­tion of Chetambe Springs and Nakoy­onjo Wa­ter Project ex­ten­sion for Sh3.4 mil­lion.
