If and when Che­hayeb’s plan is im­ple­mented, the ex­pert agrees there is no short­age of chal­lenges – get­ting mu­nic­i­pal­i­ties to work to­gether in ser­vice ar­eas and choos­ing treat­ment and dis­posal sites be­ing the largest bar­ri­ers. “The plan is not trou­ble-free,” the ex­pert ad­mits. “The tran­si­tion pe­riod is very dif­fi­cult and the sus­tain­able part might lead to some fail­ures in some ar­eas and suc­cesses in oth­ers.”
