1. The statement/allegation made by the newspaper that the RSA honourable Minister of Water and Sanitations has been accused of derailing the Project by delaying to approve companies selected by Lesotho to work on the project is UNJUSTIFIED, and UNFORTUNATE.
The adjudication process of the tenders is the responsibility of the Lesotho highlands Development Authority (LHDA), and once that process has been completed, it is submitted to the Lesotho highlands Water Commission (LHWC) for approval.
however, in terms of delegated authority, the RSA Delegation in the Lesotho highlands Water Commission can only approve the contracts to a maximum value of R10 million. For any contracts in excess of R10 million, they need to seek approval from their Principals.
