‘Le­sotho Times News­pa­per for the pe­riod 17 to 23 De­cem­ber 2015’

1. The state­ment/al­le­ga­tion made by the news­pa­per that the RSA honourable Min­is­ter of Wa­ter and San­i­ta­tions has been ac­cused of de­rail­ing the Pro­ject by de­lay­ing to ap­prove com­pa­nies se­lected by Le­sotho to work on the pro­ject is UN­JUS­TI­FIED, and UN­FOR­TU­NATE.

The ad­ju­di­ca­tion process of the ten­ders is the re­spon­si­bil­ity of the Le­sotho high­lands De­vel­op­ment Au­thor­ity (LHDA), and once that process has been com­pleted, it is sub­mit­ted to the Le­sotho high­lands Wa­ter Com­mis­sion (LHWC) for ap­proval.

how­ever, in terms of del­e­gated au­thor­ity, the RSA Del­e­ga­tion in the Le­sotho high­lands Wa­ter Com­mis­sion can only ap­prove the con­tracts to a max­i­mum value of R10 mil­lion. For any con­tracts in ex­cess of R10 mil­lion, they need to seek ap­proval from their Prin­ci­pals.
