‘SA minister under fire’
Five (5) tenders have been evaluated by the LHDA, and submitted to the LHWC for approval, four (4) of which the LHDA is seeking approval to negotiate with the preferred bidders and one is a pre-qualification.
Due to the fact that the contracts in question values are in excess of R10 million, the RSA Delegation in the Lesotho highlands Water Commission needed an approval from its Principals, which is still awaited.
3. The allegations made by the reporter about the Lesotho Principal Secretary in the Ministry of Water are not true, and have since been verbally confirmed by the reporter who promised to retract them in the next paper.
It should be noted that the LHWP is a binational Project between the Governments of the Kingdom of Lesotho and the Republic of South Africa.
In terms of the Delegated Authority the RSA Delegation in the LHWC has authority to approve a contract to the maximum of R10 million.
The Delegation has therefore, submitted those tenders that are in excess of their authority to their Principals for approval, and the response is still awaited.
The Contracts are: l Contract 3006: Pre-qualification for professional services for the Design and construction supervision of Polihali Dam and Appurtenant works;
l Contract 3004: Professional services for the Design and construction supervision of Polihali Western Access Road; and
l Contract 6006: Professional Services for the Resettlement Planning and Implementation of the Polihali Western Access Corridor.
In conclusion and on the basis of the above, I read sensationalization of the issue, bordering on lines of tarnishing the good bilateral relationships between our two countries.
