‘SA min­is­ter un­der fire’

Five (5) ten­ders have been eval­u­ated by the LHDA, and sub­mit­ted to the LHWC for ap­proval, four (4) of which the LHDA is seek­ing ap­proval to ne­go­ti­ate with the pre­ferred bid­ders and one is a pre-qual­i­fi­ca­tion.

Due to the fact that the con­tracts in ques­tion val­ues are in ex­cess of R10 mil­lion, the RSA Del­e­ga­tion in the Le­sotho high­lands Wa­ter Com­mis­sion needed an ap­proval from its Prin­ci­pals, which is still awaited.

3. The al­le­ga­tions made by the reporter about the Le­sotho Prin­ci­pal Sec­re­tary in the Min­istry of Wa­ter are not true, and have since been ver­bally con­firmed by the reporter who promised to re­tract them in the next pa­per.

It should be noted that the LHWP is a bi­na­tional Pro­ject be­tween the Gov­ern­ments of the King­dom of Le­sotho and the Re­pub­lic of South Africa.

In terms of the Del­e­gated Au­thor­ity the RSA Del­e­ga­tion in the LHWC has au­thor­ity to ap­prove a con­tract to the max­i­mum of R10 mil­lion.

The Del­e­ga­tion has there­fore, sub­mit­ted those ten­ders that are in ex­cess of their au­thor­ity to their Prin­ci­pals for ap­proval, and the re­sponse is still awaited.

The Con­tracts are: l Con­tract 3006: Pre-qual­i­fi­ca­tion for pro­fes­sional ser­vices for the De­sign and con­struc­tion su­per­vi­sion of Poli­hali Dam and Ap­pur­tenant works;

l Con­tract 3004: Pro­fes­sional ser­vices for the De­sign and con­struc­tion su­per­vi­sion of Poli­hali Western Ac­cess Road; and

l Con­tract 6006: Pro­fes­sional Ser­vices for the Re­set­tle­ment Plan­ning and Im­ple­men­ta­tion of the Poli­hali Western Ac­cess Cor­ri­dor.

In con­clu­sion and on the ba­sis of the above, I read sen­sa­tion­al­iza­tion of the is­sue, bor­der­ing on lines of tar­nish­ing the good bi­lat­eral re­la­tion­ships be­tween our two coun­tries.
