“With the new rul­ing, res­i­dents must now place their garbage in front of the house for col­lec­tion.

“This wors­ens the prob­lem as the dogs would tear up the garbage bags,” he said.

Wan said the dogs were also noisy. “For the whole day, they would just bark, which in­cites dogs owned by res­i­dents. It is such a nui­sance.

“I have wit­nessed and saved some el­derly peo­ple from be­ing chased by the dogs.”

Wan said he hoped that the lo­cal author­ity would take ac­tion on the mat­ter.
