Plan­ning Author­ity ap­proves mas­ter plan for group of de­vel­op­ments in St Paul’s Bay

The Plan­ning Author­ity (PA) has ap­proved amend­ments to a mas­ter plan ap­pli­ca­tion sub­mit­ted by own­ers of land in the St Paul’s Bay area which will see res­i­den­tial and tourism-re­lated de­vel­op­ments.

The ap­pli­ca­tion sets out the mas­ter plan for the projects which fall on a large field in the heart of the lo­cal­ity while split­ting the ar­eas, de­scribed as phases - some made up of a sin­gle plot and oth­ers of mul­ti­ple plots – to bet­ter or­gan­ise the de­vel­op­ment. The site in ques­tion stands be­tween Triq it-Ta­mar and Triq In - Nakkri, St Paul’s Bay. An orig­i­nal mas­ter plan was ap­proved in April 2016, and this cur­rent ap­pli­ca­tion dealt with amend­ments filed.

Dur­ing the dis­cus­sion be­fore the PA Board, it was high­lighted that pre­vi­ous con­cerns by the board in­cluded the piece­meal way by which the de­vel­op­ments were tak­ing place, and con­cerns re­gard­ing park­ing.

The case of­fi­cer, in his re­port re­gard­ing the amend­ment, wrote: “the re­vised mas­ter­plan in­di­cates the pro­jected land use and build­ing height for each phase to ad­dress the park­ing re­quire­ment / pro­vi­sion ra­tio in prin­ci­ple.”

The re­port high­lighted that the to­tal park­ing re­quire­ment and park­ing pro­vi­sion for the mas­ter plan de­vel­op­ment as per above is 208 car park­ing spa­ces and 218 car park­ing spa­ces re­spec­tively, thus mean­ing that there is suf­fi­cient num­ber of park­ing spa­ces. The phases are as fol­lows:

Phase 1 is a res­i­den­tial de­vel­op­ment over seven floors, plus pent­house, in­clud­ing a 30sqm retail out­let at ground floor level and the pro­vi­sion of park­ing at base­ment level. One plot in this phase is al­ready com­mit­ted by a full de­vel­op­ment per­mit.

Phase 2 will see the con­struc­tion of tourism-re­lated com­mer­cial use over eleven floors and the pro­vi­sion of park­ing at base­ment level. An ap­pli­ca­tion for a ho­tel de­vel­op­ment on this land has been sub­mit­ted. The ho­tel, ac­cord­ing to a sep­a­rate ap­pli­ca­tion, would have 257 rooms.

Phase 3 is des­ig­nated to the con­struc­tion of tourism-re­lated com­mer­cial use over eleven floors and the pro­vi­sion of park­ing at base­ment level.

Phase 4 will see the con­struc­tion of a res­i­den­tial de­vel­op­ment over seven floors plus pent­house .... One plot has been com­mit­ted by a full de­vel­op­ment per­mit.
