Planning Authority approves master plan for group of developments in St Paul’s Bay
The Planning Authority (PA) has approved amendments to a master plan application submitted by owners of land in the St Paul’s Bay area which will see residential and tourism-related developments.
The application sets out the master plan for the projects which fall on a large field in the heart of the locality while splitting the areas, described as phases - some made up of a single plot and others of multiple plots – to better organise the development. The site in question stands between Triq it-Tamar and Triq In - Nakkri, St Paul’s Bay. An original master plan was approved in April 2016, and this current application dealt with amendments filed.
During the discussion before the PA Board, it was highlighted that previous concerns by the board included the piecemeal way by which the developments were taking place, and concerns regarding parking.
The case officer, in his report regarding the amendment, wrote: “the revised masterplan indicates the projected land use and building height for each phase to address the parking requirement / provision ratio in principle.”
The report highlighted that the total parking requirement and parking provision for the master plan development as per above is 208 car parking spaces and 218 car parking spaces respectively, thus meaning that there is sufficient number of parking spaces. The phases are as follows:
Phase 1 is a residential development over seven floors, plus penthouse, including a 30sqm retail outlet at ground floor level and the provision of parking at basement level. One plot in this phase is already committed by a full development permit.
Phase 2 will see the construction of tourism-related commercial use over eleven floors and the provision of parking at basement level. An application for a hotel development on this land has been submitted. The hotel, according to a separate application, would have 257 rooms.
Phase 3 is designated to the construction of tourism-related commercial use over eleven floors and the provision of parking at basement level.
Phase 4 will see the construction of a residential development over seven floors plus penthouse .... One plot has been committed by a full development permit.
