Ur­ban De­vel­op­ment Plan 2040 for three main cities near­ing

A VI­SION of the fu­ture, in the form of long-term plans for three ma­jor cities, is near­ing com­ple­tion. The Min­istry of Con­struc­tion and the Japan In­ter­na­tional Co­op­er­a­tion Agency (JICA), have re­viewed Ur­ban De­vel­op­ment Plan 2040 for the three cities and ex­pect to com­plete the fi­nal draft by the end of this month.

U Zaw Zaw Aye, a spokesper­son for the depart­ment of town plan­ning, said, “Two years ago, the town plan­ning depart­ment of the con­struc­tion min­istry drew up the Ur­ban De­vel­op­ment Plan 2040 for three main cities. But this year, the Min­istry of Con­struc­tion and JICA have to­gether re­viewed the projects in light of cur­rent con­di­tions. The plans will be com­plete by the end of this month.”

The three cities are Pathein, in Aye­yarwady Re­gion , Mawlamyine in Mon State and Man­dalay.

The plans were drawn up on the ba­sis of con­sul­ta­tions with lo­cal gov­ern­ment of­fi­cials, town­ship de­vel­op­ment com­mit­tees, res­i­dents, busi­ness­men and ex­perts.

“When the plans are com­plete, we will share them with the re­gional gov­ern­ments con­cerned as a ba­sis for their de­vel­op­ment plans,” said U Zaw Zaw Aye.

Though the plans’ start­ing point was cur­rent con­di­tions in the three cities, in­clud­ing land use and ex­ist­ing reg­u­la­tions, each has its own vi­sion for their likely de­vel­op­ment.

“Aye­yarwady re­gional gov­ern­ment has al­ready ap­proved its Ur­ban De­vel­op­ment Plan 2040 as a ba­sis for the im­ple­men­ta­tion of their re­gional de­vel­op­ment,” said U Zaw Zaw Aye.

Pathein is en­vis­aged as a lo­gis­tics hub for the re­gion, a cen­tre of lo­cal agri­cul­ture and a tourist at­trac­tion. Its beaches and an ex­panded river­front area will sit along­side a cen­tral busi­ness district and an in­dus­trial zone.

Man­dalay is seen not only as a her­itage zone, but the eco­nomic cap­i­tal of the heart of the coun­try.

And Mawlamyine will be trans­formed into an ASEAN cor­ri­dor city, mak­ing the best use of its lo­ca­tion to pro­vide good con­nec­tions with other states and re­gions and neigh­bour­ing coun­tries, as well as com­fort­able place to live with an im­por­tant his­tory. It will also ben­e­fit from river­side de­vel­op­ment, in­dus­trial zones and a com­mer­cial cen­tre.
