PAC wants de­tailed bud­get pro­pos­als on time

THE Pub­lic Ac­counts Com­mit­tee has sub­mit­ted a pro­posal to the Yan­gon Par­lia­ment to com­pel the re­gional govern­ment to sub­mit de­tailed es­ti­mate and draw­ing of plans and projects in time in or­der to re­duce cost.

‘’The coun­try’s bud­get is very im­por­tant for de­vel­op­ment of the coun­try. Ev­ery year, the govern­ment draws ap­pro­pri­ate bud­get ac­cord­ing to fis­cal year to al­lo­cate the cost for de­part­ments to ful­fill pub­lic’s needs,” said U Moe Myint, a mem­ber of Pub­lic Ac­counts Com­mit­tee and MP from South Okkala town­ship, who sub­mit­ted the pro­posal on Mon­day.

“The de­part­ments should send in time the de­tailed es­ti­mate and draw­ings of re­gional de­vel­o­ment plans, projects which will be im­ple­mented each fis­cal year, to the Pub­lic Ac­counts Com­mit­tee with ap­pro­pri­ate amount,” he added.

The Pub­lic Ac­counts Com­mit­tee checks the pro­posed bud­get to en­sure that it would be used sys­tem­at­i­cally and not lose big amount of money.

But some­times, the com­mit­tee con­firmed the bud­get with­out thor­oughly check­ing it be­cause of lack of time and this re­sulted in un­nec­es­sary waste of re­sources, said U Moe Myint.

‘’Some­times we didn’t get de­tailed es­ti­mate of plans and projects to Par­lia­ment bud­get un­til one week ahead. So we can’t cal­cu­late in de­tail and only do gen­eral check­ing be­cause of lack of time,” he said.

“We used to lose large amount of money in build­ing of bridges and other in­fra­struc­ture projects which are im­ple­mented us­ing money from Yan­gon Re­gion’s bud­get,” said U Moe Myint.

For 2017-2018 fis­cal year, the Bago Par­lia­ment got de­tailed es­ti­mate and they can re­duce up to K13.915 bil­lion from orig­i­nal bud­get of K83 bil­lion be­cause of de­tailed check­ing, ac­cord­ing to U Moe Myint.

‘’We re­ceived de­tailed es­ti­mates from some de­part­ments but some es­ti­mates are very gen­eral, just to get the process started. If we can check the de­tailed es­ti­mate of each sec­tor like con­struc­tion of roads and build­ings, we can ex­am­ine the bud­get in ad­vance and sys­tem­at­i­cally. The re­lated de­part­ments are ex­pe­ri­enced in cal­cu­lat­ing the es­ti­mated bud­get for plan and projects,” said U Myint Thaung, Plan­ning and Fi­nance Min­is­ter.

If the Pub­lic Ac­counts Com­mit­tee is able to re­duce the bud­get, used for the con­struct­ing of roads and projects pro­posed by MPs, that money can be al­lo­cated for other projects, U Myint Thaung said.

‘’For Yan­gon Re­gion, we can re­duce only K1.4 bil­lion from es­ti­mated bud­get and we can check the list from the de­part­ment but we can’t get de­tailed es­ti­mate. In my opin­ion, the re­spec­tive de­part­ments must send a strong mes­sage to pub­lic trans­par­ently, show­ing how they al­lo­cate their bud­gets and use th­ese ju­di­ciously,” said U Moe Myint. – Aye Nyein Win
