PAC wants detailed budget proposals on time
THE Public Accounts Committee has submitted a proposal to the Yangon Parliament to compel the regional government to submit detailed estimate and drawing of plans and projects in time in order to reduce cost.
‘’The country’s budget is very important for development of the country. Every year, the government draws appropriate budget according to fiscal year to allocate the cost for departments to fulfill public’s needs,” said U Moe Myint, a member of Public Accounts Committee and MP from South Okkala township, who submitted the proposal on Monday.
“The departments should send in time the detailed estimate and drawings of regional develoment plans, projects which will be implemented each fiscal year, to the Public Accounts Committee with appropriate amount,” he added.
The Public Accounts Committee checks the proposed budget to ensure that it would be used systematically and not lose big amount of money.
But sometimes, the committee confirmed the budget without thoroughly checking it because of lack of time and this resulted in unnecessary waste of resources, said U Moe Myint.
‘’Sometimes we didn’t get detailed estimate of plans and projects to Parliament budget until one week ahead. So we can’t calculate in detail and only do general checking because of lack of time,” he said.
“We used to lose large amount of money in building of bridges and other infrastructure projects which are implemented using money from Yangon Region’s budget,” said U Moe Myint.
For 2017-2018 fiscal year, the Bago Parliament got detailed estimate and they can reduce up to K13.915 billion from original budget of K83 billion because of detailed checking, according to U Moe Myint.
‘’We received detailed estimates from some departments but some estimates are very general, just to get the process started. If we can check the detailed estimate of each sector like construction of roads and buildings, we can examine the budget in advance and systematically. The related departments are experienced in calculating the estimated budget for plan and projects,” said U Myint Thaung, Planning and Finance Minister.
If the Public Accounts Committee is able to reduce the budget, used for the constructing of roads and projects proposed by MPs, that money can be allocated for other projects, U Myint Thaung said.
‘’For Yangon Region, we can reduce only K1.4 billion from estimated budget and we can check the list from the department but we can’t get detailed estimate. In my opinion, the respective departments must send a strong message to public transparently, showing how they allocate their budgets and use these judiciously,” said U Moe Myint. – Aye Nyein Win
