He needs to get out more, and perhaps get familiar with the facts before he starts taking an axe to potentially valuable community assets.

Local councils around Auckland are providing cycleways to encourage people to use their bikes instead of their cars.
Councils do this because they understand that cycling is healthy, non-polluting, reduces congestion and is cheaper to provide for
