Steve Crow will not be prosecuted for flouting city bylaws by holding the Boobs on Bikes parade.
Auckland City Council’s city development committee voted this month not to pursue court action against Mr Crow for the August parade.
The council refused to issue a permit for the parade featuring topless women riding motorbikes.
A working party of deputy mayor David Hay and councillors Glenda Fryer, Richard Northey and Graeme Mulholland will consider ongoing use of the public places bylaw.
The group will also look into the merits of seeking a declaratory judgement from the High Court.
