mo­ment I was un­der his con­trol. When I’m on a foot­path I don’t want my safety to be de­ter­mined by an un­known dog.

The pub­lic have a right to use that path and not be bit­ten by dogs, and na­tive birds in a na­ture re­serve have a right not to be dis­placed.

If I had been a young child the out­come could have been very dif­fer­ent.

It’s the sec­ond time in three days I’ve seen dogs off-leash on that path.

The own­ers know they’re not al­lowed to do it but some of them don’t care. They know there is no en­force­ment and the pub­lic can­not iden­tify them. There needs to be on­go­ing en­force­ment of on-leash ar­eas at Har­bourview.
