The public have a right to use that path and not be bitten by dogs, and native birds in a nature reserve have a right not to be displaced.
If I had been a young child the outcome could have been very different.
It’s the second time in three days I’ve seen dogs off-leash on that path.
The owners know they’re not allowed to do it but some of them don’t care. They know there is no enforcement and the public cannot identify them. There needs to be ongoing enforcement of on-leash areas at Harbourview.
