The ORC has sub­stan­tial as­sets that gen­er­ate a rel­a­tively poor rate of re­turn. Pro­tect­ing as­sets for the fu­ture is im­por­tant how­ever slightly in­creased re­turns could gen­er­ate sub­stan­tial fund­ing for is­sues cre­ated by the re­gion’s growth.

ORC has $80 mil­lion in re­serves. The is­sue is not with fund­ing, it is us­ing it and get­ting re­sults. A small amount of this money could be used to lever­age part­ner­ships with uni­ver­si­ties to take ad­van­tage of ad­di­tional cen­tral gov­ern­ment fund­ing for re­search.
