The Democrats will establish an independent ‘‘Health Advisory Board’’ to review and administer health needs and ‘‘health resources will be allocated to need rather than the availability of funds.’’

Early intervention of health issues were imperative.

‘‘[It] is cheaper, more efficient and patient friendly than waiting for the problem to grow.’’

He said that mental health was ‘‘as important to human wellbeing as good physical health’’ and that alternative forms of medicine has a positive role to play for health care.
