Arthur Moore, of Paku­ranga, writes: Phil Goff says rates will go up by 16 per cent be­cause of the need to in­crease the ca­pac­ity of the in­fra­struc­ture caused by the in­flux of immigrants. The other op­tion is for the Gov­ern­ment to al­low the coun­cil to make a con­ges­tion charge on mo­torists. As a su­per­an­nu­ant and ratepayer who very sel­dom goes to the CBD, I favour the con­ges­tion charge.
