Bound­ary may change

The Lo­cal Gov­ern­ment Com­mis­sion has re­ceived an ap­pli­ca­tion seek­ing the al­ter­ation of the bound­ary be­tween Horowhenua Dis­trict and Palmerston North City.

The ap­pli­ca­tion seeks to have the south­ern bound­ary of the city ex­tended to in­clude the town­ship of Toko­maru and the sur­round­ing area, and the neigh­bour­ing lo­cal­ity of Opiki. These com­mu­ni­ties cur­rently fall within Horowhenua.

The pro­cesses for deal­ing with such ap­pli­ca­tions are set out in Sched­ule 3 of the Lo­cal Gov­ern­ment Act. In the first in­stance the Com­mis­sion is re­quired to con­sider whether it will agree to as­sess the ap­pli­ca­tion. This in­volves con­sid­er­ing whether there is suf­fi­cient in­for­ma­tion and whether there is suf­fi­cient ev­i­dence of com­mu­nity sup­port. It is ex­pected that this pre­lim­i­nary this will be com­pleted be­fore the end of the year.

If the com­mis­sion agrees to as­sess the ap­pli­ca­tion, this will trig­ger a for­mal re­or­gan­i­sa­tion process, in­clud­ing con­sul­ta­tion with af­fected com­mu­ni­ties.

Toko­maru would be un­der a dif­fer­ent coun­cil if an ap­pli­ca­tion to the Lo­cal Gov­ern­ment Com­mis­sion is ap­proved.
