Three pos­si­ble routes were stud­ied in de­tail: Around the water­front us­ing Jer­vois Quay; the Golden Mile – Lambton Quay, Wil­lis St, Man­ners Stt and Courte­nay Pl, and a route along Feather­ston, Hunter and Vic­to­ria streets.

All were found to be tech­ni­cally fea­si­ble, but the Golden Mile had the great­est po­ten­tial pa­tron­age and the low­est im­pact on traf­fi­clines, and light rail ex­tended to Courte­nay Pl.

To­tal cap­i­tal cost in 1995 dol­lars ranged from $182 mil­lion over 10 years for a min­i­mum scheme, to $425m for the most elab­o­rate.
