opened in 1940 and fol­lows the coast­line seen in the pic­ture where the water breaks against the rocks.

The coast was made fur­ther ac­ces­si­ble from Lower Hutt with the com­ple­tion of the road that was to be­come State High­way 58 from Hay­wards, which was first cut in the 1870s and joined the hill road at Pau­ata­hanui.
