Saga of drains finally resolved

The confusing issue of who owns and fixes the drains between Porirua College and Cannons Creek has been settled.

The pipes have been fixed, at a cost to Porirua ratepayers of $650,000, as a solution to years of heavy rainfall flowing from the pipes into Maraeroa School grounds.

In 2013, after saying the Ministry of Education illegally connected Porirua College’s stormwater pipe to Driver Cres, the council discovered that the connection was consented in 2008.

A 400-millimetre pipe from Porirua College was allowed to be connected to the city’s 250-millimetre pipe.

Porirua City Council’s finance committee resolved last week to hand ownership to the Ministry of Education, on whose land the pipes are located.

Upgraded stormwater infrastructure on private property usually transfers to the council, which is responsible for its operation, but in this case it was decided to get rid of any confusion about access and ongoing maintenance costs.
