They are made by spraying chemicals onto dried leaves, which are then smoked. There doesn’t have to be any cannabis involved at all. It could be tea leaves.
The chemicals used can sometimes be substituted for others, so once one chemical is made illegal the manufacturing of synthetics is able to continue by swapping to another.
Manufacturers will probably blend a cleaning solvent with other ingredients, which are found in all sorts of stores.
Smoking poisonous chemicals blended by an amateur supplier motivated by profit has been a risk taken by drug users long before synthetics.
Synthetic drugs are sold for about $20 for about 1.5 grams. That is typically cheaper than cannabis, and a lot cheaper than methamphetamine.
Drug use in any form is often a symptom of a wider issue such as poverty or mental and physical illnesses.
