The duty doc­tor chose to be a doc­tor and there­fore should be the one re­spon­si­ble for mishaps when they are ros­tered on. This case wouldn’t be the doc­tor’s fault, it’s the re­cep­tion­ist’s fault, which needs to be looked at.
