Coun­cil and Ir­ri­ga­tors may well have signed another se­cret agree­ment and the con­tin­u­ing pro­pa­ganda is ex­pected.

The only cer­tain ben­e­fi­cia­ries of this ex­pen­sive project are NCC Road­ing (Nel­son wa­ter sup­ply) and Ir­ri­ga­tors through the Waimea East Ir­ri­ga­tion scheme.

They are the only en­ti­ties with in­fra­struc­ture that can ben­e­fit with cer­tainty and ir­ri­ga­tors are the only peo­ple with in­fra­struc­ture to ex­tract any sur­plus wa­ter in the river re­leased from the dam.

En­vi­ron­men­tal flow is a po­lit­i­cally con­trived myth­i­cal con­cept.

The Re­source Man­age­ment Act makes clear it is the ex­trac­tors who are re­spon­si­ble to en­sure their im­pacts on the en­vi­ron­ment are mit­i­gated. Not tax pay­ers and not ratepay­ers.

TDC has pro­duced no science to prove ben­e­fit from the less than 10 per cent of the re­leased wa­ter that will fil­ter into the wa­ter ta­bles will get to the im­por­tant bores be­ing ex­tracted from.

To sug­gest the $10 mil­lion in­ter­est free loan ratepay­ers are ex­pected to re­pay should be at­trib­uted to ir­ri­ga­tor con­tri­bu­tion is crass pro­pa­ganda.
