Pre­heat the oven to 200°C, on fan bake. Sift the flour, bak­ing pow­der, and salt into a bowl and stir in the chilli. Cut the but­ter into small chunks and add to the bowl. With clean hands, work the but­ter very lightly into the flour mix­ture to form sandy look­ing crumbs. Add the cheese and stir un­til just mixed – be care­ful not to over-mix. Add the whey to the dry in­gre­di­ents and mix with a knife. Keep the mix­ture moist. Add more whey if nec­es­sary. Place the mix­ture on a floured bench and gen­tly pat into shape with a quick knead (about three pats only), cut into pieces and place on a bak­ing tray, close to­gether. Bake for 10-15 min­utes, or un­til golden.
