Un­fin­ished projects cre­ate con­cern

Lessons have been learnt as coun­cil­lors re­flect on the low com­ple­tion rate of projects in the past fi­nan­cial year. Over 10 months, 71 per cent of the 2013-14 an­nual plan ap­proved projects were not com­pleted. De­spite a car­ry­over of funds, coun­cil­lor Terry Mag­ill said there should be more de­ter­mi­na­tion. ‘‘I think that a car­ry­over sit­u­a­tion is good but at the same to­ken, I think we should be en­cour­ag­ing staff to meet as many tar­gets as they can,’’ he said. Mayor Neil Sin­clair and deputy mayor Jenny Shat­tock be­lieved the num­ber of planned projects may have been un­re­al­is­tic. Coun­cil­lor Anne Ed­meades pointed out there were ‘‘log­i­cal’’ ex­pla­na­tions for the in­com­plete projects.
