The ra­tio of coun­cil­lors to res­i­dents in the Tu­rangiTon­gariro ward [one coun­cil­lor per 2,475 peo­ple] is 33 per cent higher than the dis­trict av­er­age [1 to 3681], Tina Jakes said.

Res­i­dents are also over­rep­re­sented in the Man­gaki­noPoukani ward, with a ra­tio of 1:2860.

The new sys­tem, with five wards, will mean the ‘‘fair rep­re­sen­ta­tion rule’’ is met, Jakes said.

The re­view also rec­om­mends the ex­ist­ing Tu­rangi-Ton­gariro Com­mu­nity Board struc­ture be con­tin­ued.

All coun­cil­lors present at Tues­day’s meet­ing voted to send the pro­posal out for pub­lic con­sul­ta­tion. Coun­cil­lors John Wil­liamson and Rosie Har­vey were ab­sent.

Feed­back on the pro­posal, via sub­mis­sions, will be sought from June 8 un­til July 16. The coun­cil will de­cide on the rep­re­sen­ta­tion pro­posal at the end of Au­gust, fol­low­ing feed­back.

Keep­ing the sta­tus quo is also an op­tion.

Lo­cal Gov­ern­ment New Zealand will make the fi­nal de­ter­mi­na­tion by April 2019, ahead of the 2019 lo­cal body elec­tions.
