Is this why library’s so dear?

I was very interested in the reasons for the greatly increased costs of the central library developmen­t given by the city council’s head of ‘‘vertical’’ capital delivery (The Press, Apr 20. It occurred to me that if his title had been head of ‘‘horizontal’’ capital delivery , then perhaps the costs might have stayed level at the budgeted amount. Also, if they had studied libraries in less wealthy and populated parts of the world and more akin to the size of Christchur­ch, they may well have kept costs down further. Wayne Hawkyard Rangiora
