Pro­cure­ment of­fi­cers pledge speedy 2014 budget im­ple­men­ta­tion

Pro­cure­ment Of­fi­cers in the Federal Civil Ser­vice have pledged their com­mit­ment to the speedy im­ple­men­ta­tion of the 2014 Budget,which­has­been­passed­bytheNa­tional As­sem­bly.

The of­fi­cers drawn from the Direc­torate Cadre of the Federal Civil Ser­vice (FCS), of­ten ac­cused of cor­rupt prac­tices, swore to an oath of al­le­giance to the prin­ci­ples of hon­esty, ac­count­abil­ity, trans­parency, fair­ness and eq­uity at a meet­ing yes­ter­day in Abuja with the Bureau of Pub­lic Pro­cure­ment (BPP) yes­ter­day ad­min­is­tered by Mr. Andrew Zibiri, the Le­gal Ad­viser of the Bureau.

Whilere­spond­ing­tothecharge­fromthe BPP, the Di­rec­tor-Gen­eral, Mr. Emeka Ezeh, who­high­light­edthe­var­i­ouschal­lengesthat­cast asper­sion on the pub­lic pro­cure­ment process and lead to de­lays in budget im­ple­men­ta­tion, said the of­fi­cers have re­solved to ad­here to the pro­vi­sion­soft­hePublicPro­cure­men­tAct2007 in their op­er­a­tions.

Also at the meet­ing, clar­i­fi­ca­tions were made on the fol­low­ing, among oth­ers that “Federal paras­tatals should con­duct their pro­cure­ment ac­tiv­i­ties in­de­pen­dent of their su­per­vis­ing Min­istries; Pro­cure­ment Of­fi­cers in Min­istries, De­part­ments and Agencies (MDAs) are to fo­cus on pro­cure­ment is­sues while tech­ni­cal de­part­ments are to pro­vide tech­ni­cal over­sights for project im­ple­men­ta­tion.”
