Procurement officers pledge speedy 2014 budget implementation
Procurement Officers in the Federal Civil Service have pledged their commitment to the speedy implementation of the 2014 Budget,whichhasbeenpassedbytheNational Assembly.
The officers drawn from the Directorate Cadre of the Federal Civil Service (FCS), often accused of corrupt practices, swore to an oath of allegiance to the principles of honesty, accountability, transparency, fairness and equity at a meeting yesterday in Abuja with the Bureau of Public Procurement (BPP) yesterday administered by Mr. Andrew Zibiri, the Legal Adviser of the Bureau.
Whilerespondingtothechargefromthe BPP, the Director-General, Mr. Emeka Ezeh, whohighlightedthevariouschallengesthatcast aspersion on the public procurement process and lead to delays in budget implementation, said the officers have resolved to adhere to the provisionsofthePublicProcurementAct2007 in their operations.
Also at the meeting, clarifications were made on the following, among others that “Federal parastatals should conduct their procurement activities independent of their supervising Ministries; Procurement Officers in Ministries, Departments and Agencies (MDAs) are to focus on procurement issues while technical departments are to provide technical oversights for project implementation.”
