Kano com­mis­sion to ar­raign for­mer com­mis­sioner over $650,000 fraud

The Kano State Pub­lic Com­plaints and Anti-Cor­rup­tion Com­mis­sion is to ar­raign for­mer Com­mis­sioner of Health, Dr Abubakar Labaran Yusuf and a for­mer Per­ma­nent Sec­re­tary of the Min­istry, Al­haji Umar Farouk Ibrahim over al­leged 650,000 US dol­lars schol­ar­ship scam.

Brief­ing news­men in Kano yes­ter­day, Chair­man of the Com­mis­sion, Muhuyi Ma­gaji Rimin­gado, said con­trary to spec­u­la­tion, the for­mer com­mis­sioner and the ex­per­ma­nent sec­re­tary had case to an­swer be­fore a court of law.

He said, “The at­ten­tion of the com­mis­sion has been drawn to a neg­a­tive com­ment on the plat­form of so­cial me­dia that the for­mer com­mis­sioner has been ex­on­er­ated from the case and the seizure of his hos­pi­tal by the com­mis­sion in line with Sec­tion 4 of the Kano State Pub­lic Com­plaints and An­ti­Cor­rup­tion Com­mis­sion Law 2008 (as amended) was de­clared il­le­gal.”

He said while the com­mis­sion was in­ves­ti­gat­ing the two peo­ple, they filed two sep­a­rate cases be­fore a fed­eral and state high court in their ef­forts to scut­tle the in­ves­ti­ga­tion.

“And, what is be­fore the courts is a mere fun­da­men­tal en­force­ment process and an ex­parte or­der was is­sued to main­tain the sta­tus quo. It was based on this rea­son that the com­mis­sion re­lied on cer­tain laws and rec­om­mended that Kano state gov­ern­ment should sus­pend pay­ments to this these peo­ple pend­ing the completion of its in­ves­ti­ga­tion,” he said.
