‘Delay in 9th NFC creating discomfort in Sindh’
KARACHI—Sindh Minister for Planning and Development, Finance, Energy and Irrigation Syed Murad Ali Shah has written a letter to Federal Minister for Finance that the national finance commission (NFC) Secretariat, Government of Pakistan has convened only one meeting of 9th NFC on 28th last month since its notification issued on Apr 24, 2015, over a year ago.
Sindh government has repeatedly been approaching the NFC Secretariat for finalisation of 9th NFC recommendations within the stipulated period of time. Sindh has emphasised this again during the first meeting of 9th NFC and reiterated the need to finalise its recommendations by May 31, 2015 through weekly meetings in Balochistan, Sindh, Punjab and Khyber Pakhtunkhwa. The provincial finance minister said that the 9th NFC in its first meeting had constituted four working groups and these four groups have been assigned different tasks to accomplish, such as Punjab as working group I has been assigned to ensure ‘Resource Mobilization at the Federal and Provincial Level’, Sindh as working group II has been assigned to deal with the ‘Delayed Vs Integrated Tax Structure- Evaluation of the Tax Collection Framework in Pakistan’, KP as working group III has been tasked to conduct ‘Allocation Efficiency and Expenditure Analysis at the Federal and Provincial Level’, and finally, the Federal Government as working group IV has to ensure the ‘Rationalization of Subsidies and Grants.’
The provincial finance minister reminded that Sindh has completed its task on Delayed Vs Integrated Tax StructureEvaluation of the Tax Collection Framework in Pakistan well in time and circulated its draft study paper to all sister provinces and federal government for comments / feedback.
