‘De­lay in 9th NFC cre­at­ing dis­com­fort in Sindh’

KARACHI—Sindh Min­is­ter for Plan­ning and De­vel­op­ment, Fi­nance, En­ergy and Ir­ri­ga­tion Syed Mu­rad Ali Shah has writ­ten a let­ter to Fed­eral Min­is­ter for Fi­nance that the na­tional fi­nance com­mis­sion (NFC) Sec­re­tariat, Gov­ern­ment of Pak­istan has con­vened only one meet­ing of 9th NFC on 28th last month since its no­ti­fi­ca­tion is­sued on Apr 24, 2015, over a year ago.

Sindh gov­ern­ment has re­peat­edly been ap­proach­ing the NFC Sec­re­tariat for fi­nal­i­sa­tion of 9th NFC rec­om­men­da­tions within the stip­u­lated pe­riod of time. Sindh has em­pha­sised this again dur­ing the first meet­ing of 9th NFC and re­it­er­ated the need to fi­nalise its rec­om­men­da­tions by May 31, 2015 through weekly meet­ings in Balochis­tan, Sindh, Pun­jab and Khy­ber Pakhtunkhwa. The pro­vin­cial fi­nance min­is­ter said that the 9th NFC in its first meet­ing had con­sti­tuted four work­ing groups and these four groups have been as­signed dif­fer­ent tasks to ac­com­plish, such as Pun­jab as work­ing group I has been as­signed to en­sure ‘Re­source Mo­bi­liza­tion at the Fed­eral and Pro­vin­cial Level’, Sindh as work­ing group II has been as­signed to deal with the ‘De­layed Vs In­te­grated Tax Struc­ture- Eval­u­a­tion of the Tax Col­lec­tion Frame­work in Pak­istan’, KP as work­ing group III has been tasked to con­duct ‘Al­lo­ca­tion Ef­fi­ciency and Ex­pen­di­ture Anal­y­sis at the Fed­eral and Pro­vin­cial Level’, and fi­nally, the Fed­eral Gov­ern­ment as work­ing group IV has to en­sure the ‘Ra­tio­nal­iza­tion of Sub­si­dies and Grants.’

The pro­vin­cial fi­nance min­is­ter re­minded that Sindh has com­pleted its task on De­layed Vs In­te­grated Tax Struc­tureE­val­u­a­tion of the Tax Col­lec­tion Frame­work in Pak­istan well in time and cir­cu­lated its draft study pa­per to all sis­ter prov­inces and fed­eral gov­ern­ment for com­ments / feed­back.
