Pun­jab health deptt ap­point­ments thru NTS

MUHAM­MAD SULE­MAN LAHORE—For the first time in his­tory of Pun­jab, the Health Depart­ment Pun­jab has made com­pe­ti­tion ex­ams com­pul­sory for the ap­point­ment of Ex­ec­u­tive District Of­fi­cers (EDOs) and Med­i­cal Su­per­in­ten­dent of District Head­quar­ters Hos­pi­tals and in this re­gard the depart­ment has taken the ser­vices of Na­tional Test­ing Ser­vice (NTS).

A well-placed source in the depart­ment told this scribe that all the in­cum­bent Di­rec­tor Health Ser­vices (DHS), Ex­ec­u­tive District Of­fi­cers (EDOsHealth), District Of­fi­cer Health (DOH), Med­i­cal Su­per­in­ten­dent (MS) for District Head­quar­ters Hos­pi­tals (DHQs) and Tehsil Head­quar­ters Hos­pi­tals (THQs) and Deputy District of­fi­cers (Health) will be trans­ferred to other avail­able posts equiv­a­lent to their grades while new as­pi­rant can­di­dates who pass NTS will be ap­pointed in their place.

Ac­cord­ing to our source, Pri­mary & Sec­ondary Health­care (P&SHC) Depart­ment has taken ser­vices of Na­tional Test­ing Ser­vice (NTS) for this pur­pose and all in­ter­ested can­di­dates must ap­pear in the test. Can­di­dates hav­ing at least 50 % marks of test shall be deemed eli­gi­ble for fur­ther con­sid­er­a­tion in se­lec­tion process. In case of se­lec­tion, pri­vate prac­tice shall not be al­lowed to all the newly ap­pointed health man­agers. Fur­ther­more, no new ap­point­ment will be made through provin­cial search com­mit­tee.

The source said that P&SHC Depart­ment in­tended to es­tab­lish a pool of eli­gi­ble per­son­nel from amongst ex­ist­ing reg­u­lar em­ploy­ees of P&SHC Depart­ment/ Spe­cial­ized Health­care & Me­dial Ed­u­ca­tion depart­ment through a fair, trans­par­ent, com­pet­i­tive and merit based process.

He said these of­fi­cers shall draw their reg­u­lar salary as per ad­mis­si­ble pay scale of govern­ment pol­icy, in ad­di­tion per­for­mance linked spe­cial in­cen­tive shall also be as Rs 80,000 for BS 20, Rs 60,000 for BS 19, Rs 50,000 for BS 18 and Rs 40,000 for BS 17.

Ac­cord­ing to eli­gi­bil­ity cri­te­ria, a can­di­date hav­ing MBBS with Mas­ter’s de­gree in health ad­min­is­tra­tion or public health or any other de­gree in med­i­cal sci­ences or man­age­ment/ ad­min­is­tra­tion/ ac­counts/ com­merce with must have at least 10 years rel­e­vant ex­pe­ri­ence can ap­ply for the post of DHS, MS DHQs and EDO (Health). He said for the post of District Of­fi­cer (Health) can­di­date must have MBBS with Mas­ter’s de­gree in health ad­min­is­tra­tion or public health or any other de­gree in med­i­cal sci­ences or man­age­ment/ ad­min­is­tra­tion/ ac­counts/ com­merce be­sides at least 5 years rel­e­vant ex­pe­ri­ence.
