OIC fo­rum is­sues guide­book on se­cu­rity risks

KUWAIT—The fourth edi­tion of the In­ter­na­tional Fo­rum on Hu­man­i­tar­ian Ac­tion, which con­cluded its de­lib­er­a­tions in Kuwait today 9th May 2016, de­cided to de­clare the In­ter­na­tional Fo­rum for Hu­man­i­tar­ian Ac­tion as a nat­u­ral en­tity with its own prin­ci­ples, fun­da­ments and reg­u­la­tions to which par­ties seek­ing mem­ber­ship must com­mit in ac­cor­dance with what will be agreed by the Founder Com­mit­tee by the end of the cur­rent year. The fourth edi­tion of the Fo­rum achieved prac­ti­cal re­sults as en­shrined in its fi­nal com­mu­niqué, fore­most of which the adop­tion of the “Hu­man­i­tar­ian Or­ga­ni­za­tions’ Guide­book on Se­cu­rity Risk Man­age­ment, with a call for it to be con­sid­ered as a model and a ref­er­ence for hu­man­i­tar­ian or­ga­ni­za­tions in riskman­age­ment in their op­er­a­tion zones.

The Fo­rum also man­dated the “Qatar Char­ity” to pre­pare a draft code of con­duct for it and to sub­mit it to the Founder-Com­mit­tee by the year end.

One of the res­o­lu­tions is­sued at the end of the meet­ing, re­lates to the launch of an An­nual Award for In­no­va­tion, Achieve­ment and Ex­cel­lence in the var­i­ous fields of hu­man­i­tar­ian ac­tion , and an­other to elab­o­rat­ing a “Hand­book on Part­ner­ship in Hu­man­i­tar­ian Ac­tion” which would cover cri­te­ria, pro­ce­dures and par­a­digms to stim­u­late the im­ple­men­ta­tion of the part­ner­ship strat­egy for hu­man­i­tar­ian or­ga­ni­za­tions in the Is­lamic World.

The Fo­rum de­cided to en­trust the In­ter­na­tional Cen­tre for Re­search and Stud­ies (MEDAD) with the hand­book’s elab­o­ra­tion. In em­pha­siz­ing the im­por­tance of part­ner­ship which was the theme of the Fo­rum’s fourth edi­tion, the Fi­nal Com­mu­niqué laid stress on part­ner­ship as a strate­gic op­tion for the pro­mo­tion of hu­man­i­tar­ian ac­tion, through the en­deav­ors of con­cerned re­gional and in­ter­na­tional or­ga­ni­za­tions to fa­cil­i­tate the con­clu­sion of part­ner­ship agree­ments and mem­o­randa of un­der­stand­ing and through ac­cord­ing top value to part­ner­ship.

The Fo­rum also called, in its fi­nal com­mu­niqué, for the nec­es­sary elab­o­ra­tion of a pre­lim­i­nary project on “An­chor­ing the prin­ci­ples of hu­man­i­tar­ian ac­tion in the Is­lamic Shariaa” based on the Is­lamic Sharia and its no­ble and lofty prin­ci­ples, with a com­par­a­tive look on the rules of in­ter­na­tional hu­man­i­tar­ian law.—Email
