Sec­re­taries asked to hold weekly ADP re­view meet­ings

PE­SHAWAR—The Chief Min­is­ter Khy­ber Pakhtunkhwa Pervez Khat­tak has asked all the ad­min­is­tra­tive Sec­re­taries to hold reg­u­lar weekly re­view meet­ing of their re­spec­tive de­part­ments to speed up uti­liza­tion of funds to en­sure achieve­ment of de­vel­op­men­tal tar­gets set in the ADP.

He was pre­sid­ing over 3rd quar­ter re­view meet­ing of ADP 2015-16 at the Cabi­net Room of Civil Sec­re­tariat Pe­shawar on Thurs­day presided by the Chief Min­is­ter of Khy­ber Pakhtunkhwa. Pro­vin­cial Min­is­ters, Ad­di­tional Chief Sec­re­tary, Ad­min­is­tra­tive Sec­re­taries at­tended the meet­ing.

The Ad­di­tional Chief Sec­re­tary high­lighted over all sta­tus of the cur­rent ADP 2015-16 while Sec­re­tary P&D briefed the meet­ing in de­tail about the to­tal scope, sec­tor wise al­lo­ca­tion and ex­pen­di­ture re­gard­ing the cur­rent ADP.

The P&D Depart­ment in­formed that ADP uti­liza­tion in the prov­ince has reached 66% adding that it was a high ra­tio of uti­liza­tion as com­pared to other prov­inces of the coun­try de­pict­ing the ef­fi­cient per­for­mance of the pro­vin­cial gov­ern­ment.

The meet­ing was in­formed that size of the ADP has re­duced from Rs.142 bil­lion to Rs.118 bil­lion due to non re­cep­tion of the pro­vin­cial share of net hy­del project from the fed­eral gov­ern­ment. “Out of Rs. 118 bil­lion Rs. 111 bil­lion has been re­leased while uti­liza­tion of the re­leased amount is 66%”, the meet-ing was told. of the for­eign funded projects, the meet­ing was in­formed that out of Rs. 32,884 bil­lion funds Rs.13.036 had been re­leased, “Ex­pen­di­ture is Rs.10.306 bil­lion while uti­liza­tion is 70% of the re­leased fig­ure as­sis­tance”, which is higher than the pre­vi­ous year

The meet­ing de­cided to send the cases of the de­part­ments fail­ing to sub­mit mon­i­tor­ing and re­view re­port well and in time for probe to the ac­count­abil­ity bod­ies. Sim­i­larly all the de­part­ments were directed to sur­ren­der their unuti­lized funds if any till May 25 to di­vert it to quick paced projects. It was as­sured that 100% funds re­leased will be uti­lized.

The Chief Min­is­ter on this oc­ca­sion directed all de­part­ments to get ap­proved scheme to be re­flected in next ADP till 30th of July to en­sure its timely im­ple­men­ta­tion and com­ple­tion within due time. Sim­i­larly, he or­dered to stop con­sul­ta­tion ser­vices ac­quired for de­signs of build­ings to con­trol ex­pen­di­tures.

The Chief Min­is­ter also directed heads of the de­part­ments to in­den­tify spare land posses by them to uti­lize it for in­come gen­er­a­tion ac­tiv­i­ties. He added the rev­enue gen­er­ated from such lands would be in­curred on the de­vel­op­ment and wel­fare of the re­spec­tive de­part­ments.

The Chief Min­is­ter also or­dered Sec­re­tary In­dus­tries for proper leg­is­la­tion to con­vert cer­tain res­i­den­tial ar­eas into com­mer­cial spots in the city. He or­dered for start­ing IMU sys­tem in higher ed­u­ca­tion, tech­ni­cal in­sti­tu­tions and schools run by work­ers wel­fare board to en­sure staff punc­tu­al­ity there.
