A bloated bud­get

Gen­uine economists and de­vel­op­ment ex­perts term this fourth con­sec­u­tive fis­cal bud­get of the PML(N) govern­ment, as “bloated”, “re­mit­tance-based” and “ex­ag­ger­ated”, with col­lapsed agri­cul­ture and de­stroyed in­fra­struc­ture. Had it been a bud­get in the earnest sense, then its mak­ers and de­vel­op­ers would have been with a clear ob­jec­tive to di­ver­sify the econ­omy and use the ex­pected eco­nomic gains to in­crease the wel­fare of the coun­try, in­clud­ing by re­duc­ing youth un­em­ploy­ment and ex­treme poverty.

In­fra­struc­ture spend­ing al­ways re­vives eco­nomic growth and helps cre­ate jobs in a num­ber of sec­tors but our rulers also flatly fail in this area. The govern­ment also does noth­ing to al­lo­cate the de­sired re­sources in ed­u­ca­tion, health and se­cu­rity to foster hu­man de­vel­op­ment. All such things hap­pen in bloated bud­gets pre­pared by vi­sion-less fi­nan­cial man­agers. —Islamabad
