4-tier for­mula ap­proved for em­ploy­ees upgra­da­tion

LAHORE—Ad­di­tional Chief Sec­re­tary Pun­jab Shamail Ahmed Kh­waja on Thurs­day presided over a high level meet­ing which reviewed up-gra­da­tion of tech­ni­cal staff of dif­fer­ent de­part­ments of Pun­jab Govt. The meet­ing af­ter con­sid­er­ing the de­mand of Pun­jab Civil Sec­re­tariat Em­ploy­ees As­so­ci­a­tion and reviewed in de­tail the rec­om­men­da­tions of the sub-com­mit­tee com­pris­ing Sec­re­tary Ser­vices, Sec­re­tary Reg­u­la­tions and Sec­re­tary Fi­nance. The meet­ing ac­corded ap­proval to the

4-tier for­mula of up-gra­da­tion of the non-gazetted gov­ern­ment of­fi­cials. Ac­cord­ing to the for­mula, class–IV em­ploy­ees in­clud­ing gar­den­ers, gate­keep­ers and sweep­ers will be given first up-gra­da­tion af­ter eight years in­stead of ten years of ser­vice. Se­cond up-gra­da­tion will be given af­ter 16 years, third up-gra­da­tion af­ter 24 years and fourth upgra­da­tion af­ter com­ple­tion of 30 years of ser­vice. In past, class-IV em­ploy­ees use to get only one up-gra­da­tion dur­ing the en­tire ser­vice.

Ad­di­tional Chief Sec­re­tary Pun­jab Shamail Ahmed Kh­waja di­rected the mem­bers of the sub-com­mit­tee to pro­pose amend­ments in Pro­vin­cial Ser­vice Rules to fa­cil­i­tate the process of upgra­da­tion of tech­ni­cal staff of var­i­ous pro­vin­cial de­part­ments. He di­rected that sub­com­mit­tee should sub­mit its rec­om­men­da­tions by June 21st 2016 in this re­gard.

The com­mit­tee will also look into the re­moval of anom­aly if Ad­di­tional Di­rec­tors Gen­eral of Ex­cise & Tax­a­tion De­part­ment are given grade19 and pro­mo­tee Se­nior ETOs be given grade-18 with thrash­ing out another pro­posal to up­grade the Ex­cise In­spec­tors from grade-8 to grade-16 on the pat­tern of FBR provided they col­lect a cer­tain amount of rev­enue. The Sub-com­mit­tee will also con­sider to in­cor­po­rate Mar­ket­ing Or­ga­niz­ers of So­cial Wel­fare De­part­ment and the lower staff of BOR for up-gra­da­tion.
