Leg­is­la­tion about build­ing codes to be en­sured

IS­LAM­ABAD—Chair­man Se­nate Stand­ing Com­mit­tee on Law and Jus­tice, Se­na­tor Muham­mad Javed Ab­bassi has stressed for leg­is­la­tion re­lated to build­ing codes and to adopt com­pre­hen­sive strat­egy on it af­ter con­sul­ta­tion with all stake­hold­ers.

Pre­sid­ing a meet­ing of Se­nate body here on Tues­day, he said that long ses­sions have been held with Chief Sec­re­taries of the prov­inces but it would be fi­nal­ized af­ter more dis­cus­sion.

The meet­ing also con­sid­ered the re­port about im­ple­men­ta­tion of build­ing code with par­tic­u­lar ref­er­ence to pro­vi­sions re­gard­ing earth­quake, for sug­gest­ing pe­nal pro­vi­sions, mea­sures and mech­a­nism re­gard­ing vi­o­la­tion of the said code. It also dis­cussed a pub­lic pe­ti­tion sub­mit­ted by Ms. Zehra Bano Khan per­tain­ing to the need for rat­i­fy­ing ILO Con­ven­tion 177.

The meet­ing was at­tended among oth­ers by Sen­a­tors Syed Muzaf­far Hus­sain Shah, Saeed Ghani, Nawabzada Sai­ful­lah Magsi, Spe- cial As­sis­tant to Prime Min­is­ter Bar­ris­ter Za­far Ul­lah Khan, Javed Saleem from Pak­istan Engi­neer­ing Coun­cil, Chief Drafts­man Sheikh Sar­fraz and other se­nior of­fi­cials.

Re­gard­ing the build­ing codes, the meet­ing was in­formed that two sep­a­rate drafts of town plan­ners and Engi­neer­ing Coun­cil have been ap­proved while Min­istry of Sci­ence and Tech­nol­ogy has been awarded the own­er­ship.

The meet­ing ob­served that there are no build­ing codes even in Is­lam­abad and build­ings col­lapsed here at sec­tor F-10 dur­ing earth­quake in 2005 due to ab­sence of any law. The meet­ing de­cided to form sub-com­mit­tee for for­ward­ing fur­ther prac­ti­ca­ble sug­ges­tions about build­ing codes which will in­clude Sen­a­tors Bar­ris­ter Saif, Saeed Ghani and Aye­sha Fa­rooq.

Bar­ris­ter Za­far Ul­lah Khan said there is need for im­prove­ment in build­ing codes while Se­na­tor Saif Ul­lah Magsi ob­served that it is is­sue of lo­cal govern­ment not of pro­vin­cial govern­ment.

The meet­ing also ob­served that there is need to en­sure pay­ment of proper wages to those la­bor­ers work­ing at homes.
