SRINAGAR—The Voice of Victims has said that there are more than 10,00,000 physically torture survivors in the territory and 95 per cent of them are civilians. Abdul Qadeer, the VoV Executive Director, in a statement issued in Srinagar while quoting the survey conducted by the rights body, said, the number of men- tal torture victims is more than half-amillion in Jammu and Kashmir.

“Since the army, paramilitary and police are operating with legal, moral and political impunity, so they are not feeling any sort of accountability and the phenomenon still continue unabatedly,” he said.—KMS
