Par­al­lel to these developments is grow­ing re­sent­ment against for­eign in­ter­fer­ence in Nepal’s in­ter­nal af­fairs that is be­gin­ning to unite na­tion­al­ist sec­ond coun­try af­ter In­dia to de­clare Maoists as ter­ror­ists, re­fuses to take them off the in­ter­na­tional ter­ror­ist list, even to­day. This has been a pow­er­ful lever with which to ex­tract con­ces­sions from the Maoists.
