Head of the State Anti-drug Com­mit­tee, Di­rec­tor of the Fed­eral Ser­vice of the Rus­sian Fed­er­a­tion

On 26-29 March, 2012 the Head of the State Anti-drug Com­mit­tee, Di­rec­tor of the Fed­eral Ser­vice of the Rus­sian Fed­er­a­tion for Nar­cotics Traf­fic Con­trol (FSNC) Vic­tor Ivanov paid a visit to the Is­lamic Repub­lic of Pak­istan. Vic­tor Ivanov met with Min­is­ter for Nar­cotics Con­trol Haji Khuda Bux Ra­jar and the Sec­re­tary of the Min­istry of Nar­cotics Con­trol Za­far Ab­bas Lak, the Di­rec­tor Gen­eral of the Anti Nar­cotics Force of Pak­istan Syed Sha­keel Hus­sain, the Min­is­ter of In­te­rior Rehman Ma­lik, them­i­nis­ter for De­fence Chaudhry Akhmed Muhtar and Chief of Gen­eral Staffwa­heedar­shad. In the course of the visit they dis­cussed a wide range of is­sues in the sphere of counter nar­cotics co­op­er­a­tion be­tween two coun­tries. In par­tic­u­lar, they dis­cussed top­pri­or­ity goals of com­bat­ing Afghan drugs. It is said, Rus­sia and Pak­istan at­tract spe­cial at­ten­tion of crime syn­di­cates which are in­ter­ested in drug tran­sit, drug sale and money laun­der­ing. The co­op­er­a­tion be­tween FSNC of Rus­sia and law en­force­ment agen­cies of Pak­istan has re­cently be­come more ac­tive, the joint op­er­a­tions have been con­ducted, there has been ex­change of in­for­ma­tion. The prob­lems of diminu­tion in drug de­mand, drug abuse preven­tion and elab­o­ra­tion of mech­a­nism of con­duct­ing new joint op­er­a­tion against il­licit drug traf­fick­ing­were dis­cussed dur­ing the meet­ings with the heads of the spe­cial­ized and se­cu­rity ser­vices. The le­gal base of bi­lat­eral counter nar­cotics co­op­er­a­tion be­tween Rus­sia and Pak­istan is the Agree­ment be­tween the Gov­ern­ment of the Rus­sian Fed­er­a­tion and the Gov­ern­ment of the Is­lamic Repub­lic of Pak­istan on co­op­er­a­tion in com­bat­ing il­licit traf­fic of nar­cotic drugs, psy­chotropic sub­stances and their abuse of 8 of June, 1997 and the Agree­ment be­tween the Fed­eral Ser­vice of the Rus­sian Fed­er­a­tion for Nar­cotics Traf­fic Con­trol and Min­istry of Nar­cotics Con­trol of the Gov­ern­ment of the Is­lamic Repub­lic of Pak­istan on co­op­er­a­tion in com­bat­ing il­licit traf­fic of nar­cotic drugs, psy­chotropic sub­stances and their pre­cur­sors of 7 ofoc­to­ber, 2010. In 2005 – 2011 there were some meet­ings and con­sul­ta­tions be­tween the rep­re­sen­ta­tives of FSNC of Rus­sia and MNC of Pak­istan in­clud­ing those be­tween their heads and the par­ties expressed mu­tual in­ter­est in de­vel­op­ment of in­ter­a­gency col­lab­o­ra­tion. In fur­ther­ance of de­ci­sions of Dushanbe sum­mit of 2011 of the Pres­i­dents of Rus­sia, Afghanistan, Pak­istan and Ta­jik­istan (De­cem­ber, 2011) the 1st meet­ing of ex­perts of “Cen­trala­sia Counter Nar­cotics Quar­tet” was con­ducted “on the side­lines” of the Re­gional Counter Nar­cotics Op­er­a­tion “Chan­nel-2011” where Rus­sia sug­gested a

project of counter nar­cotics “roadmap”.

On the 5th of March, 2012 the bi­lat­eral ne­go­ti­a­tions be­tween the Di­rec­tor of FSNC of Rus­sia Vic­tor Ivanov and the Min­is­ter of Nar­cotics Con­trol of Pak­istan Haji Khuda Bux Ra­jar took place where the par­ties signed Joint state­ment of FSNC of Rus­sia and MNC of Pak­istan on bi­lat­eral co­op­er­a­tion in com­bat­ing drugs and Plan of joint ac­tions of FSNC of Rus­sia andm­n­cof Pak­istan on co­op­er­a­tion in coun­ter­ing the drug threat dur­ing the pe­riod of 2012 – 2014.
