THE FIRST batch of local government units (LGUs) in Cebu, composed of 15 municipalities, started presenting yesterday their respective 10-year garbage disposal plans to the National Solid Waste Management Commission (NSWMC) for assessment and approval. A nine-member NSWMC panel, chaired by Commissioner Romeo Hidalgo, is examining each proposal for deficiencies and recommended revisions in accordance with Republic Act 9003, the Ecological Solid Waste Management Law. The 15 LGUs are: Tabuelan, Boljoon, San Remigio, Cordova, Tudela, Sogod, Madridejos, Carmen, Alegria, Pinamungajan, San Francisco, Camotes, Ronda, Consolacion and Ginatilan. Environment Undersecretary Noel K. Felongco, in a statement issued by the Cebu provincial government yesterday, was quoted as saying during the deliberations that LGUs usually are able to develop a sound plan, but the problem lies in the implementation. “We are good in planning. But what is more important is that we are able to implement it,” Mr. Felongco said in Filipino. The Cebu government has recently allocated P40 million to help towns and cities set up waste management systems. Cebu has 44 municipalities and seven cities under its jurisdiction.
