What started as an illegal detention case against Janet Lim Napoles, a businesswoman, soon turned into the most controversial pork barrel- related scandal to date.
Napoles, according to the Department of Justice, had organized bogus non- government organizations that received up to P10 billion in the Priority Development Assistance Fund ( PDAF) shares of members of Congress. These funds went to projects that later turned out to be dubious or non- existent, government auditors reported. She has denied any wrongdoing.
