What started as an il­le­gal de­ten­tion case against Janet Lim Napoles, a busi­ness­woman, soon turned into the most con­tro­ver­sial pork bar­rel- re­lated scan­dal to date.

Napoles, ac­cord­ing to the Depart­ment of Jus­tice, had or­ga­nized bo­gus non- govern­ment or­ga­ni­za­tions that re­ceived up to P10 bil­lion in the Pri­or­ity Devel­op­ment As­sis­tance Fund ( PDAF) shares of mem­bers of Congress. These funds went to projects that later turned out to be du­bi­ous or non- ex­is­tent, govern­ment au­di­tors re­ported. She has de­nied any wrong­do­ing. In November, the Supreme Court de­clared all laws au­tho­riz­ing the use of PDAF and other forms of pork bar­rel as il­le­gal, a devel­op­ment that anti- cor­rup­tion ad­vo­cates wel­comed.
