Ap­pre­hen­sion of for­est prod­ucts dwin­dle in CAR

AP­PRE­HENDED for­est prod­ucts in the Cordillera Ad­min­is­tra­tive Re­gion for the first quar­ter of 2018 dipped com­pared to the same pe­riod in 2017 based on a re­port by the Cordillera Re­gional Task Force (CRTF) on Anti-Il­le­gal Log­ging.

The in­ter­a­gency al­liance saw the to­tal num­ber of ap­pre­hended for­est prod­ucts drop from 18,729.20 board feet in 2017 to 9,888.88 board feet for the first three months of 2018. This is a de­cline by al­most 50 per­cent in to­tal con­fis­ca­tions and ap­pre­hen­sions in the in­stalled CRTF check­points in the re­gion.

Ron­aldo Baron­gan, ecosys­tems man­age­ment spe­cial­ist II of the DENR-CAR’s En­force­ment Divi­sion (ED) at­trib­uted this de­vel­op­ment to the in­ten­si­fied im­ple­men­ta­tion of en­vi­ron­men­tal laws by the dif­fer­ent agen­cies com­pris­ing the task force.

Baron­gan also noted the de­ter­mined ef­forts of the DENR in fil­ing charges against per­pe­tra­tors of en­vi­ron­men­tal vi­o­la­tions es­pe­cially on il­le­gal log­ging.

“Medyo takot na din sila ngayon,” Baron­gan pointed out re­fer­ring to il­le­gal log­gers.

Baron­gan quipped the cur­rent statis­tics can also mean that en­vi­ron­men­tal vi­o­la­tors could also have found other means to carry out their il­le­gal trade.

“Pwede ring mas nag­ing ma­g­a­l­ing na din sila,” he said.

Baron­gan pointed out the in­ten­si­fied in­for­ma­tion, ed­u­ca­tion and com­mu­ni­ca­tion cam­paign the CRTF per­formed to en­cour­age com­mu­nity par­tic­i­pa­tion in the fight against de­for­esta­tion in the Cordilleras.

“Lo­cal com­mu­ni­ties have be­come more re­spon­si­ble in for­est pro­tec­tion and give out re­ports to lo­cal au­thor­i­ties, of which prompt re­sponse is given in re­turn,” he added.

More­over, the pa­trol ef­forts of the dif­fer­ent Ban­tay Gu­bat un­der the Payapa at Masaganang Pa­mayanan (PAMANA) pro­gram is start­ing to pay off as vis­i­bil­ity in hot spot ar­eas is be­ing ob­served.

Help­ing the cause of the task force is the es­tab­lish­ment of ad­di­tional check­points and the es­tab­lish­ment of DENR Ranger sta­tions in 2017.

Mean­while the CRTF also nter­cepted one Isuzu Elf bear­ing Plate Num­ber TRR 544 in Pobla­cion, Paracelis, Moun­tain Prov­ince loaded with 1,320.44 board feet of Tuai and Bakan lum­ber. Mean­while, an­other Hyundai Grace Van with Plate Num­ber WSY 254 was ap­pre­hended by the PNP in Abatan, Buguias, Benguet car­ry­ing 400 board feet of pine lum­ber and pine cones dur­ing a joint DENR and PNP check­point.
