Police to cut processing of admin cases to 60 days
THE Philippine National Police (PNP) Internal Affairs Service (IAS) said Tuesday, April 24, that it is taking steps to resolve within 60 days an administrative case filed against personnel in line with the order of newly-installed PNP chief Oscar Albayalde to expedite the cases.
IAS deputy inspector general Leo Angelo Leuterio said at least 3,000 policemen are facing administrative charges.
Resolution of a case, which normally takes 90 days or three months, may be shortened to 60 days or two months, Leuterio said.
“So far the instruction nga ni chief PNP we have decided na we are going to crunch the numbers again and come up with a really accurate list of all this cases updated up to yesterday or today received by IAS down to the provincial IAS level and ang instruction ni chief PNP is that even the smallest of offenses all acts and omission committed by the PNP especially those which tend to sully the image ng PNP will be accounted for and they will be acted upon expeditiously,” he said.
Leuterio said chief PNP Albayalde also mentioned that all of them should be resolved in less than 2 months and “if these policemen need to be dismissed, or punished they will be meted out with a punishment in accordance to the offense that they have committed.”
The IAS deputy inspector general said the service of notice which usually takes two weeks can be crunched up to a day while the submission of affidavit which takes up to 10 days can be done within five days.
“Ang isang nakita namin is ‘yung service of notice dati umaabot ng 2 weeks kasi it has to pass through registered mail ngayon face to face nalang halimbawa binibigay namin sa police station tapos ibibigay sa respondent so kahit ‘yun na cut na ang number of days tapos ‘yung time na mag submit ng counter affidavits nila dati tumatagal ng 10 days ngayon hindi pwede 5 days nalang tapos walang extension,” he said.
(Serving of notice, which is normally done through registered mail and takes two weeks, will now be done personally to cut the number of days. The period for submission of counter-affidavits will be cut to 5 days from the current 10 days.)
He added that there might be some cases, where formal or open hearing or submission of position papers will no longer be required.
Leuterio said the IAS fully supports Albayalde’s intensified campaign to cleanse their ranks of scalawags.
He said with the experience of Albayalde as the former director of the National Capital Region Police Office (NCRPO), he expects that more erring policemen will be reprimanded under his watch.
