In as­sign­ing Chief In­spec­tor Jovie Espenido to Iloilo City as po­lice chief, Duterte re­port­edly said, “Mabuhay kaya siya?” Re­fer­ring to the city’s mayor, Pa­trick Ma­bilog, who, he said, is in his up­dated list of drug traf­fick­ers.

That qual­i­fies as a thinly veiled threat since Espenido, ac­cu­rately or not, is cred­ited for the death of two may­ors linked to the drug trade, Al­buera, Leyte mayor Rolando Espinosa and Oza­miz City mayor Rolando Paro­jinog.

Espenido, a chief in­spec­tor, is as­signed to Iloilo City that re­quires a se­nior su­per­in­ten­dent, two ranks higher than Espenido’s. So he’s an OIC, maybe to stay there just long enough to find out he an­swer to the “Mabuhay kaya siya?” ques­tion from Duterte.
