Attorney help

Alleged fixers of notarization at Sangguniang Panlungsod were mad after they were shooed by the authorities, they claim that they are not doing anything illegal and are just guiding the people where to notarize their documents. They even dropped the name of an attorney in the SP building. But why is it that even the assigned civil security officers in the area identified and classified them as fixers?
