Com­elec re­leases guide­lines on the fil­ing of COCs

MANILA — The Com­mis­sion on Elec­tions (Com­elec) yes­ter­day re­leased the guide­lines on the fil­ing of Cer­tifi­cates of Can­di­dacy (COCs) in con­nec­tion with the 23 Oc­to­ber 2017 Barangay & Sang­gu­ni­ang Ka­bataan Elec­tions.

In Res­o­lu­tion No. 10196, pro­mul­gated 13 Septem­ber 2017, the Com­elec said “no per­son may run for the po­si­tion of Punong Barangay, Sang­gu­ni­ang (SB) Mem­ber, Chair­per­son, or Sang­gu­ni­ang Ka­bataan (SK) Mem­ber un­less such as­pi­rant ac­com­plishes a sworn COC in the form pre­scribed by the Com­mis­sion.”

Ac­cord­ing to the Com­elec, the COCs shall be filed in three (3) leg­i­ble copies with the Of­fice of the Elec­tion Of­fi­cer hav­ing ju­ris­dic­tion over the Barangay where the as­pi­rant seeks to be elected.

“Any COC filed with the in­cor­rect of­fice shall be deemed as not filed. No COC filed by mail, elec­tronic mail, or fac­sim­ile shall be ac­cepted. The COC shall be filed by the as­pi­rant per­son­ally or through a duly au­tho­rized rep­re­sen­ta­tive with a signed Author­ity to file COC. No fil­ing fee shall be im­posed for the fil­ing of the COC,” the Com­elec ruled in Res­o­lu­tion No. 10196.

COC form are avail­able at all Com­elec Field Of­fices and will be down­load­able from its of­fi­cial web­site www.com­elec.gov.ph. (PIA)
