Davide in, Legaspi out
Cebu Governor Hilario Davide III will now serve as the acting jail warden of the Cebu Provincial Detention and Rehabilitation Center (CPDRC).
Roberto "Bobby" Legaspi, who used to be the jail facility’s officer-in charge, will now handle the Civil Security Unit (CSU) of the Cebu provincial government.
The change was effective last Tuesday. Audesti Miguel will remain as the CPDRC’s assistant jail warden.
The operations in the facility will not be affected after Legaspi had vacated the post, as he will still coordinate with the personnel from Philippine National Police (PNP) and Philippine Drug Enforcement Agency (PDEA).
“I will be in the background, I will still be coordinating (with the) PNP and PDEA. Audesti will concentrate on the administration functions within CPDRC. Ako, I’ll go back to my main job,” he said, adding that there are a lot of province-owned properties that need to be secured.
“It’s not only (the) Capitol compound, because the province has lots of properties and (the) guards need to concentrate on that,” said Legaspi.
Last March 1, Davide appointed Legaspi as the “acting warden” of CPDRC after he relieved former jail warden Gil Macato from his post for his alleged failure to “clean” the facility from contrabands.
Legaspi is not totally leaving CPDRC since CSU is also part of a task force that consists of the Provincial Administrator, the Provincial General Services Office and the Provincial Human Resources Office.
“I’m still part of the Task Force. (Audesti) Miguel will have to report to the body. They have to report and give a weekly report to the Task Force,” Legaspi said.
Miguel will handle the overall operations within the facility while Sullivan Virausa will be in charge of the CPDRC administration.
Legaspi said Apolonio Baclayon is now assigned at the Provincial Environment and Natural Resources Office (PENRO).
Virausa and Baclayon were recently hired by the provincial government and both underwent training on jail management.
Legaspi added that the position of CPDRC chief jail warden is now open and the provincial government hopes that they would be able to hire someone to handle the position by the end of the year.
“Hopefully, by the end of the year. Someone who has more experience on penology (or jail management),” he said.
