Balik Scientist Law seen to bring home Pinoy scientists

Sen. Grace Poe aired her optimism that the recently enacted Balik Scientist Law would encourage more scientists to return to the country where their skills could help in the development of the nation.

Poe lamented that whenever the term Filipino scientist is mentioned, this is equated with someone working overseas.

With the new law, Poe said the Balik Scientist program is now institutionalized and could bring these experts home where they are badly needed.

Poe, one of the authors of the law, said the measure aims to strengthen research and development in various fields, and thus help alleviate poverty and offer more opportunities.

“Through this law that offers a wide range of benefits and privileges to our scientists, we hope that various sectors will level up and become more productive,” Poe said.

Under Republic Act 11305, eligible scientists, as certified by the Department of Science and Technology, may either be Filipino citizens or foreigners of Filipino descent, who undertake science and technology activities.

The proposed terms of engagement range from 15 days to six months for short term; six months to three years for medium term, and up to six years for long term.

Qualified scientists will be entitled to a special nonimmigrant visa, free round trip airfare, accident and medical insurance, exemption from licensing requirements of the Professional Regulation Commission, and exclusion from taxes on their daily allowance and on donations of instruments related to the scientific project.
