LAF­FAN RE­FIN­ERY 2 COMES ON­LINE

HH the Emir Sheikh Tamim bin Ha­mad Al Thani in­au­gu­rated Laffan Re­fin­ery 2 at a spe­cial cer­e­mony held at the Qatar Na­tional Con­ven­tion Cen­tre at­tended by se­nior min­is­ters and of­fi­cials, project share­hold­ers, and lead­ing in­dus­try ex­ec­u­tives.

Sit­u­ated at Qatargas' fa­cil­i­ties at Ras Laffan In­dus­trial City, Laffan Re­fin­ery 2 (LR2) is an im­por­tant mile­stone in the de­vel­op­ment of the oil and gas sec­tor in Qatar due to its strate­gic role in di­ver­si­fy­ing the coun­try's en­ergy mix. When the com­mer­cial op­er­a­tions of the fa­cil­ity be­gan late last year, it more than dou­bled Qatar's con­den­sate re­fin­ing ca­pac­ity to 292,000 bar­rels per day, which is equiv­a­lent to 100 mil­lion bar­rels per year, mak­ing this one of the largest con­den­sate re­fin­ery sites in the world.The con­den­sate, which is the byprod­uct of gas ex­trac­tion, will be pro­cessed into five dif­fer­ent de­riv­a­tives – naph­tha, jet fuel, diesel, propane and bu­tane – for both do­mes­tic use and ex­port.

Prior to the of­fi­cial in­au­gu­ra­tion of the fa­cil­ity in the pres­ence of HH the Emir, me­dia rep­re­sen­ta­tives from Qatar and the re­gion were given a tour of LR2 by the Chief Op­er­at­ing Of­fi­cer of Re­fin­ery Ven­tures at Qatargas head­quar­ters, Sal­man Ashkanani. He ex­plained that the QR3 bil­lion ven­ture, which in­cludes three sep­a­rate re­fin­ery ex­pan­sion projects – the Re­ceiv­ing and Load­ing Fa­cil­ity, the Diesel Hy­drotreater fa­cil­ity and the LR2 it­self – was com­pleted

on time, un­der bud­get and meets the most strin­gent en­vi­ron­men­tal stan­dards. The fa­cil­ity boasts re­duced emis­sions, zero flar­ing dur­ing nor­mal op­er­a­tions and zero waste wa­ter dis­charge to the sea. LR2 in­cludes a waste wa­ter re­cy­cling fa­cil­ity which treats in­dus­trial wa­ter from LR1 and LR2. The re­cy­cled wa­ter is then re-used as boiler feed wa­ter and cool­ing wa­ter, thereby re­duc­ing wa­ter con­sump­tion and elim­i­nat­ing the dis­charge of treated in­dus­trial wa­ter.

In a grand in­au­gu­ra­tion cer­e­mony the fol­low­ing day, the fa­cil­ity was of­fi­cially brought on­line by HH the Emir in the pres­ence of high-level gov­ern­ment of­fi­cials in­clud­ing HE Dr Mo­hammed Al Sada, the Min­is­ter of En­ergy and In­dus­try. Saad Sherida Al Kaabi, the Pres­i­dent and CEO of Qatar Petroleum, and the Chair­man of Qatargas Board of Di­rec­tors, said dur­ing the event, “We are deeply hon­oured by the pa­tron­age and pres­ence of His High­ness the Emir Sheikh Tamim bin Ha­mad Al Thani. This in­au­gu­ra­tion is the re­sult of the wise lead­er­ship and di­rec­tives of His High­ness the Emir, and is another step on the road to a bet­ter fu­ture as mapped by Qatar Vi­sion 2030, which was launched by His High­ness. This Vi­sion has laid the foun­da­tions to trans­form Qatar into an ad­vanced coun­try, ca­pa­ble of achiev­ing sus­tain­able de­vel­op­ment and en­sur­ing the con­tin­u­a­tion of a dig­ni­fied life for its peo­ple, gen­er­a­tion af­ter gen­er­a­tion.”

He said, “We, in Qatar Petroleum and its sub­sidiaries and joint ven­tures, have been work­ing to achieve the pil­lars of this Vi­sion, and have worked to en­sure the wise and pru­dent man­age­ment of our hy­dro­car­bon re­sources, the cal­cu­lated and di­verse in­vest­ment, the de­vel­op­ment of the Qatari cit­i­zen, and the abil­ity to im­ple­ment our projects with the high­est in­ter­na­tional en­vi­ron­men­tal stan­dards.”

Khalid bin Khal­ifa Al Thani, Qatargas' Chief Ex­ec­u­tive Of­fi­cer, said, “Qatargas has a dis­tin­guished track record for con­struct­ing and man­ag­ing in­no­va­tive fa­cil­i­ties such as Laffan Re­fin­ery 2. This new re­fin­ery is a clear demon­stra­tion of Qatargas' abil­ity to man­age and op­er­ate our re­sources safely, ef­fi­ciently and re­li­ably, and fur­ther strength­ens our rep­u­ta­tion for value cre­ation and op­er­a­tional ex­cel­lence. At Qatargas, we are proud of the trust be­stowed upon us to en­hance Qatar's lead­er­ship po­si­tion in the en­ergy sec­tor.”

The new re­fin­ery pro­cesses con­den­sate to pro­duce five high-qual­ity prod­ucts which sup­port the en­ergy and in­dus­try sec­tors by pro­vid­ing en­ergy sources and raw feed­stock ma­te­rial. Ev­ery day 146,000 bar­rels of con­den­sate are con­verted to 70,000 bar­rels of naph­tha, 50,000 bar­rels of Jet-A1 fuel, 15,000 bar­rels of Ul­tra Low Sul­fur Diesel of Euro V spec­i­fi­ca­tion, and 9,000 bar­rels of liq­ue­fied petroleum gas. Ashkanani also hinted that a pipeline is be­ing planned to take the jet fuel di­rectly to Ha­mad In­ter­na­tional Air­port.

Qatargas op­er­ates the re­fin­ery on be­half of LR2's share­hold­ers, Qatar Petroleum (84%), To­tal (10%), Cosmo (2%), Idemitsu (2%), Mit­sui (1%) and Marubeni (1%)
