As­sign­ment Ti­tle: Vul­ner­a­bil­ity As­sess­ment And Pre-En­gi­neer­ing Stud­ies And Value En­gi­neer­ing Of De­sign Op­tions – Soufriere Hos­pi­tal Ref­er­ence No. : DVRP-CS-CQS-VAPSOP-01-15 Saint Lu­cia has re­ceived fi­nanc­ing from the World Bank to­wards the Dis­as­ter Vul­ner­a­bil­ity Re­duc­tion Project (DVRP) and in­tends to ap­ply part of the pro­ceeds for con­sult­ing ser­vices for a vul­ner­a­bil­ity as­sess­ment and pre-en­gi­neer­ing stud­ies and value en­gi­neer­ing of de­sign op­tions for Soufriere Hos­pi­tal. The con­sult­ing ser­vices (“the Ser­vices”) in­clude car­ry­ing out the nec­es­sary field in­ves­ti­ga­tions and desk re­views to un­der­take the vul­ner­a­bil­ity as­sess­ment, which may in­clude topo­graph­i­cal sur­veys, re­view of the hy­draulic and flood as­sess­ments, geo-tech­ni­cal re­ports, prepa­ra­tion of op­tion de­signs with all re­lated dis­ci­plines as­so­ci­ated with hos­pi­tal ser­vices, in­clud­ing but not limited to Elec­tri­cal, Me­chan­i­cal, HVAC, Plumb­ing, Fire pro­tec­tion, Public safety, aux­il­iary potable wa­ter sup­ply and prepa­ra­tion of de­sign op­tions for restora­tion and ef­fec­tive de­liv­ery of health care ser­vices in Soufriere, Saint Lu­cia. The Con­sul­tancy is to be un­der­taken over a pe­riod of six months and cov­ers two broad ar­eas which in­clude the fol­low­ing ser­vices: o Un­der­take the nec­es­sary field in­ves­ti­ga­tions, desk re­views of ex­ist­ing re­ports in­clud­ing the hy­draulic and flood as­sess­ment re­port of the Soufriere and Fond St Jac­ques to in­form op­tion de­signs. o Carry out all nec­es­sary topo­graph­i­cal sur­veys, geo-tech­ni­cal in­ves­ti­ga­tions, en­gi­neer­ing and con­sul­ta­tions re­quired to de­velop the op­tion de­signs. o Un­der­take de­tailed anal­y­sis and eval­u­a­tion of the con­di­tions of the ex­ist­ing site for re­con­struc­tion / re­ha­bil­i­ta­tion; as well as the pro­posed site for re­lo­ca­tion. o Un­der­take a vul­ner­a­bil­ity as­sess­ment and com­pre­hen­sive anal­y­sis and eval­u­a­tion of the con­di­tions of the build­ing. Such as­sess­ment and anal­y­sis should in­clude struc­tural, me­chan­i­cal, elec­tri­cal HVAC, Plumb­ing, Fire pro­tec­tion, Public Safety. o Car­ry­ing out of any So­cial Safe­guards as­sess­ments and or En­vi­ron­men­tal As­sess­ments that may be re­quired. As part of this task, con­sid­er­a­tion should be given to pre­vail­ing and prospec­tive vul­ner­a­bil­i­ties in­clud­ing nat­u­ral and man-made risks (storms, flood­ing and hur­ri­canes) and po­ten­tial mea­sures for mit­i­ga­tion. o Iden­tify the level of vul­ner­a­bil­ity, risk fac­tors, the most fea­si­ble way to mit­i­gate against risk con­cerns at present site and pro­posed site for re­lo­ca­tion with in­put and guid­ance of the Min­istry of Health. Ac­tiv­ity 2 - Pre-En­gi­neer­ing Stud­ies and Value En­gi­neer­ing of De­signs Op­tions a) De­velop and Present at least two (2) op­tions de­signs for the ex­ist­ing and pro­posed al­ter­na­tive sites b) Hold stake­hold­ers con­sul­ta­tions to de­velop op­tions; c) De­velop the ap­pro­pri­ate en­gi­neer­ing op­tions to in­clude re­ha­bil­i­ta­tion/re­con­struc­tion/ re­lo­ca­tion; In de­vel­op­ing op­tions par­tic­u­lar con­sid­er­a­tion should be given in the de­tailed de­sign to make pro­vi­sion for dis­abled per­sons ac­cess to the fa­cil­ity (e.g. ramps), cov­ered walk­ways, pro­vi­sion of san­i­tary fa­cil­i­ties, pro­vi­sion for aux­il­iary wa­ter stor­age / wa­ter tanks, pro­vi­sion for site drainage, so­lar heat­ing and lo­ca­tion and de­tails for spe­cific wa­ter tank po­si­tion, pro­vi­sion of rain­wa­ter har­vest­ing, pro­vi­sion for ad­e­quate site drainage, ex­ter­nal ground works, ex­its and en­trances, perime­ter fenc­ing, lo­ca­tion and de­tails for spe­cific tank po­si­tion and qual­ity of de­sign and stor­age fa­cil­i­ties. d) Op­tions shall be pre­sented as in­di­vid­ual ac­tiv­i­ties. e) Pro­posed in­ter­ven­tions must con­form to statu­tory re­quire­ments, f) Pro­vide cost ben­e­fit anal­y­sis for pro­posed op­tions; giv­ing jus­ti­fi­ca­tion for the rec­om­mended op­tion; g) Sub­mit pro­posed site lay­out map for each op­tion, not­ing type of ac­tiv­ity or con­struc­tion, gen­eral ma­te­ri­als of con­struc­tion and ap­prox­i­mate di­men­sions of con­struc­tion, es­ti­mated time for con­struc­tion h) Sub­mit schematic draw­ings of the pro­posed works for each op­tion. i) Pre­pare and sub­mit de­sign op­tions and pre­lim­i­nary cost es­ti­mates to ad­e­quately de­fine the scope and cost for re­con­struc­tion / re­ha­bil­i­ta­tion at the ex­ist­ing site or re­lo­ca­tion of the health ser­vice to an area more suit­able for ef­fec­tive op­er­a­tions of the Hos­pi­tal. j) Rec­om­mend ad­di­tional stud­ies re­quired to sup­port the rec­om­mended op­tion k) Op­tions Packages a. For each op­tion iden­ti­fied, the con­sul­tant shall pre­pare a con­cept pack­age con­sist­ing of a de­scrip­tion of the ac­tiv­i­ties, map and site lay­out for pro­posed in­ter­ven­tions, gen­eral de­sign and con­struc­tion re­quire­ments in­clud­ing schematic de­sign draw­ings, pro­posed project sched­ule, pre­lim­i­nary / gross es­ti­mated cost for con­struc­tion, ad­van­tages and dis­ad­van­tages, land ac­qui­si­tion re­quire­ments, project method­ol­ogy and pro­posed pe­riod for ex­e­cu­tion of con­struc­tion ac­tiv­i­ties. The Depart­ment of Plan­ning and Na­tional Devel­op­ment now in­vites el­i­gi­ble con­sult­ing firms (“Con­sul­tants”) to in­di­cate their in­ter­est in pro­vid­ing the Ser­vices. In­ter­ested Con­sul­tants should pro­vide in­for­ma­tion demon­strat­ing that they have the re­quired qual­i­fi­ca­tions and rel­e­vant ex­pe­ri­ence to per­form the Ser­vices; (brochures, de­scrip­tion of sim­i­lar as­sign­ments, ex­pe­ri­ence in sim­i­lar con­di­tions, avail­abil­ity of ap­pro­pri­ate skills among staff, please note that the in­di­vid­ual ex­perts’ bio data of Key Ex­perts to be eval­u­ated is re­quired.) The short­list­ing cri­te­ria are: Qual­i­fi­ca­tions and Skills Re­quire­ment of the Con­sul­tant The Con­sult­ing Firm: 1. At least seven (7) years of over­all con­sult­ing ex­pe­ri­ence in­clud­ing ex­pe­ri­ence in vul­ner­a­bil­ity as­sess­ments of public build­ings and in the flood risk as­sess­ment 2. At least two (2) suc­cess­fully com­pleted sim­i­lar as­sign­ments dur­ing the past seven (7) years To be qual­i­fied, the Con­sult­ing Firm shall pro­pose a team of key ex­perts with the fol­low­ing qual­i­fi­ca­tions and ex­pe­ri­ence: i) Project Direc­tor ii) Geotech­ni­cal En­gi­neer iv) Struc­tural En­gi­neer v) Elec­tri­cal En­gi­neer
