GOV­ERN­MENT OF ST. LU­CIA Hur­ri­cane To­mas Re­ha­bil­i­ta­tion and Re­con­struc­tion Pro­ject IN­VI­TA­TION FOR PRE­QUAL­I­FI­CA­TION OF CON­TRAC­TORS

The Gov­ern­ment of Saint Lu­cia has re­ceived a loan from the Caribbean De­vel­op­ment Bank (CDB) and in­tends to ap­ply part of the loan pro­ceeds to el­i­gi­ble pay­ments un­der the con­tract for which this in­vi­ta­tion for pre­qual­i­fi­ca­tion is is­sued. The Hur­ri­cane To­mas Re­ha­bil­i­ta­tion and Re­con­struc­tion Pro­ject is be­ing im­ple­mented by the Min­istry of In­fra­struc­ture, Port Ser­vices and Trans­port (MIPS&T). The MIPS&T in­tends to pre-qual­ify con­trac­tors for the fol­low­ing works un­der the fol­low­ing con­tracts:

It is ex­pected that in­vi­ta­tions to bid will be is­sued in Oc­to­ber 2015. Con­sid­er­a­tion will be lim­ited to Con­trac­tors who have their prin­ci­pal place of busi­ness in, an el­i­gi­ble coun­try or coun­tries and are ei­ther: (a) more than 50% ben­e­fi­cially-owned by a citizen or cit­i­zens and/or a bona fide res­i­dent or res­i­dents of an el­i­gi­ble coun­try or coun­tries, or by a body

cor­po­rate or bod­ies cor­po­rate meet­ing these re­quire­ments;

El­i­gi­ble coun­tries are Mem­ber Coun­tries of the CDB. The re­quire­ments for pre-qual­i­fi­ca­tion in­clude: (a) Min­i­mum av­er­age an­nual con­struc­tion turnover over three of the last five years, and demon­stra­ble cash flow (in­clud­ing ac­cess to credit) or equiv­a­lent as
